An EMC testing service should be a fully accredited facility. Their formal accreditations may include NVLAP (ISO Guide 17025), and NEMKO. These facilities should be approved for FCC, ACA, VCCI and others. Finally, these labs may also comply to a CAB (Conformity Assessment Body) appointed in accordance with the U.S./EU MRA. With the above accreditations EMC testing labs are able to test to many of your requirements including, but not limited, to ANSI, CE mark, CISPR, CSA, EN, ETSI, FCC, IC, IEEE, IEC, Mil-Std, RTCA DO-160.
